The Criterion-Interstatesmen drum and bugle corps was formed in late spring of 1966, through a merger between the Criterions of Kingston and the Interstatesmen of Troy and was informally recognized as the Empire Statesmen.

They went on to compete in Drum Corps Associates (DCA) contests under the name Interstatesmen, since they were a qualified DCA member from 1965, and participated in the 1966 New York state championships, placing in 6th position.

They disbanded prior to the 1966 DCA championships.
